Delimitare Anunt & Lipicios (Split Topic Type)

Salut!
Va rog sa-mi spuneti ce trebuie facut pentru a face o separare a anunturilor si topicurilor lipicioase de restul discutiilor din forum.
Exemplu la:

This hack allows you to have the global announcement, announcement and sticky topic split from the standard topics in viewforum.
You can activate or de-activate it from the Admin Control Panel and also choose to split or not global announcement from announcement and sticky from normal topics.
It also includes the "I replied to" specific icons feature.
