Problema la tema windows-ului

Am instalat o tema care ar fi trebuit sa arate ca si Vista pentru ca asa se numea fisierul dar defapt era o tema pentru Vista care arata ca Windows XP.
Acum cand incerc sa instalez tema clasica a windowsului spune astfel:
The theme could not be loaded because the theme service is not running. You can turn the service on in the Computer Management Administrative Tool in the Control Panel.
File: C:\WINDOWS\Resources\Theme\Classic.theme
Am cautat in Control Panel dar nu gasesc Computer Management Administrative Tool...
Aveti vreo sugestie? in afara sa formatez hardul, am o gramada de stuff pe C si nu prea am unde sa le pun.
